Wiltshire Council is proposing a 20% increase in 2026, with further rises to follow.
Salisbury BID warns the changes could hurt footfall and trade.
Proposals also include extending charging hours and ending free Sunday parking.
Salisbury BID represents 500 city‑centre businesses and works to protect and enhance the city’s economy, experience and footfall.
A public consultation is now underway.
